Jim McKinney is a Senior Policy Analyst with the Fuels and Transportation Division at the California Energy Commission. He is part of the team administering the Clean Transportation Program (CTP), the State’s primary funding resource for alternative fueling infrastructure, especially EV chargers and hydrogen refueling stations. As a policy analyst, Jim conducts research for special projects, including the Integrated Energy Policy Report (IEPR), the Lithium Valley Commission report, and most recently, the National Electric Vehicle Infrastructure (NEVI) Plan. He served as the CTP Program and Policy Manager for many years and was part of the original team that established CTP in 2008. He has a Master’s in Public Policy from UC Berkeley with a focus on energy and environment. He lives in Davis with his family.
